Statewide "Bell-to-Bell" Phone Restrictions

LaGrange, Ga. July 6, 2026 — The Troup County School System will begin implementation of a new statewide law designed to create a more focused and distraction-free learning environment for all students for the 2026-2027 school year. 

Georgia House Bill 1009 is a law signed by Governor Brian Kemp that enacts a "bell-to-bell" ban on personal electronic devices for public high school students. The legislation requires high schools to restrict the use of devices like smartphones, smartwatches, tablets, and headphones during the instructional school day. 


Previously, the Troup County Board of Education adopted a policy regarding the use of personal electronic devices during the school day for students in Pre-K through 8th grade. HB 1009 now expands to students in Pre-K through 12th. 


The policy requires that all cell phones, smartwatches, tablets, e-readers, headphones, earbuds, smart lenses, and any devices capable of recording be turned off and kept out of sight during school hours, including in hallways and lunch periods.

Here's what you need to know about the new policy:

  • No Devices During School Hours: Personal electronic devices must be turned off and put away from the moment a student arrives until the end of the school day.
  • No Use in Restrooms/Locker Rooms:  Devices are never permitted in restrooms or locker rooms.
  • Consequences for Violations: Students who do not follow the policy will face disciplinary consequences as outlined in the Student Code of Conduct.
  • Confiscation: School staff have the right to confiscate devices used in violation of the policy. If this happens, a parent or guardian must pick up the device from the school office.
  • Communication During School: We understand that emergencies happen. If you need to contact your child during the school day, please call the school's front office directly. We will ensure the message is delivered promptly and securely.

Please note that this policy does not affect the use of district-owned devices provided for classroom instruction. Accommodations will also be made for students with an approved medical plan, IEP, or 504 Plan that requires a personal electronic device.
